即将启动一项针对船舶稳定性的联合集中检查运动(CIC)

 CONCENTRATED INSPECTION CAMPAIGN (CIC) 2021 - THE TOKYO AND PARIS  MOUS ON SHIP′S STABILITY IN GENERAL

 

1. The purpose of this Merchant Marine Notice is to communicate to Ship[1]owners/Operators, Legal Representative of Panamanian Flag Vessels; Panamanian Merchant Marine Recognized Organizations (ROs), that the Member Authorities of the Tokyo and the Paris Memorandum of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) on Ship′s stability in general.

 

2. This inspection campaign will be held for three months, commencing from 1 September 2021 and ending 30 November 2021. The campaign will target compliance on all vessels, regardless of type, and will examine specific areas related to the campaign in conjunction with the regular Port State Control inspection. A ship will be subject to only one inspection under this CIC during the period of the campaign.

 

3. CIC on Ship′s stability in general in view of several recent stability related incidents; the primary contributing factor in all these incidents was a lack of assessment that the ship had adequate stability upon completion of cargo operations and before departure of the ship. 考虑到最近几起与稳定性有关的事件,所有这些事故的主要原因是,在货物作业完成后和离港前,对船舶是否具有足够的稳定性缺乏评估。

 

4. The purpose of the CIC on ship′s stability in general is to ensure that: - to confirm that the ship staff are assessing the actual stability condition on completion of cargo operations before departure of the ship and on all stages of the voyage; - to create awareness among ship staff and ship owners about the importance of calculating the actual stability condition of the ship on completion of cargo operations and before departure of the ship; - to verify that the ship complies with intact stability requirements (and damage stability requirements, if applicable) under the relevant IMO instruments;

 

5. Port State Control Officers (PSCOs) will use a list of questions to assess that equipment provided onboard complies with the relevant convention, the master and officers are qualified and familiar with operations relating to Ship′s stability in general is properly maintained and functioning.

 

6. The results of the campaign will be analyzed and findings will be presented to the governing bodies of the both MoUs for submission to the IMO.

 

7. This Administration exhorts Ship-owners /Operators, Legal Representative of Panamanian Flag Vessel; Panama Merchant Marine Recognized Organizations (ROs), to review the standards for Ship′s stability in general to comply with the relevant conventions.
